I have seen that ship on television recently. It is not in fact sinking, but turning vertical to make a platform for some kind marine research. I believe it was on the Science Channel.

It's called the FLIP ship. See this website http://aquarium.ucsd.edu/learning/learning_res/voyager/flip/index.html

Firstly, it's not a flip ship. FLIP is an American built creation, the top photo plainly shows oriental characters.

Secondly, the photos appear much too old to be of a research vessel built in 1962.

Finally, this is plainly some sort of cargo vessel, which is stuck on a reef or perhaps beached in shallow waters at an odd angle. I suspect it's a second world war Japanese freighter which was beached after being damaged.
